He is licensed to practice in the State of Texas, in the federal courts for the Southern and Western Districts of Texas, the Fifth Circuit Court of Appeals, and the U.S. Tax Court. Mr. Fisher is a Fellow of the State Bar College of Texas. Mr. Fisher is fluent in Spanish and has successfully handled numerous transnational matters for his clients.

Dean Fisher has extensive experience both in a law firm setting and as in-house counsel. His practice has revolved around economically resolving problems involving mixed business and legal issues. His career has had an emphasis in transactional and regulatory matters.
Prior to joining Phillips & Reiter, Mr. Fisher was Executive Vice President and General Counsel for Voila IP Communications, a video and voice over the Internet company (VoIP), where he was responsible for all contractual, regulatory and tax matters for a highly entrepreneurial company with rapidly changing and exciting technology in an industry where the regulatory environment was still developing. Some of Mr. Fisher’s accomplishments at Voila included establishing record keeping requirements for a contracts management system for all of Voila’s underlying carrier agreements, maintaining regulatory compliance in an emerging industry under increasing regulatory attention, protection of intellectual property interests developed by Voila, and establishing and managing the human resources function for the company.
Prior to joining Voila, Mr. Fisher was in the private practice of law where his practice consisted primarily of transactional matters such as selection of appropriate business entities and their formation, mergers and acquisitions, other contractual and transactional matters including real estate, probate, wills and estates. Mr. Fisher’s experience ranged from representing individual proprietorships to Fortune 200 companies.
Prior to rejoining the private practice of law, Mr. Fisher was for 8 years the chief legal officer for Equalnet Communications Corp., a NASDAQ National Market company. Mr. Fisher helped prepare the company for a successful IPO and supervised all legal affairs of the company from inception through the IPO, a time period in which revenues grew from $118,000 to over $68,000,000. While at Equalnet, Mr. Fisher successfully coordinated the acquisition of numerous smaller competitive companies, accounting for in excess of $20,000,000 in repetitive annual revenues. Mr. Fisher managed all regulatory matters on a federal level and in 49 states in which the company conducted business, as well as managed outside counsel in litigation, labor law, SEC and telecommunications regulatory matters. He helped develop general policy and strategy positions for the company, and had on-going involvement with the preparation of the company’s 10-Q’s and 10-K’s, and primary responsibility for preparation of Annual Meeting, Proxy Solicitation Materials and other SEC and NASDAQ filings. Mr. Fisher also served as Corporate Secretary and advisor to the Board of Directors for the public holding company and all operating subsidiaries.
Prior to joining Equalnet, Mr. Fisher was President of a boutique law firm that represented client interests in a range of general business law matters with a concentration on representing Latin American nationals in their U.S. business affairs and investments. Mr. Fisher is fluent in Spanish and successfully handled numerous transnational matters for his clients.
